Aqueducts (standalone version)

The standalone version of Aqueducts, lifted from BetterWithAddons, should work as expected, creating flowing water blocks from water source blocks. It does so in BetterWithAddons.

But it seems the standalone version aqueduct blocks do generate water blocks, which convert to still water blocks, ultimately stopping the water flow.

I haven't compared the code between this and BWA to figure out what's breaking the water flow feature.
