[FEATURE] Add layout as new SISR non-steam game

Is your feature request related to a problem? Please describe

The buddy app requires importing to the existing game so if I'm trying to use a layout for SISR I have to first create a new non-steam entry for SISR then download the layout as vdf and manually copy it to the SISR steam folder.

Describe the solution you'd like

Ability to "Import for SISR" that creates a new non-steam game entry for SISR and loads the layout into that instead.

Describe alternatives you've considered

I just currently do this manually
