[Pilot study] Adapting CARDAMOM python for flood model/data obs

Follows on from the meeting on 27/11/18

Can we adapt the CARDAMOM python script to work with data from the LISFLOOD model (i.e. https://github.com/dvalters/HAIL-CAESAR) and Sentinel 2 sat obs data.
