- All AC items must be met exactly — no partial implementations
- DCO sign-off required on every commit
- PR must pass full CI suite: lint + pytest + coverage ≥ 70%
- Benchmark regression < 15% where applicable
- Code review by maintainer — expect technical scrutiny
