Add functionality for supported_oed_versions

Issue Description

Currently, supported_oed_versions is not considered when loading the OedSchema. Add a check for this and fail if not supported. This can be found in the model_settings.json.

Seems reasonable but note that we don't typically have a model_settings.json available when running via the MDK (and I'm not even sure if we provide one for the API when we're testing). This new check should be fine as long as it defaults to accepting all versions when to settings file is available.
