Add support for finding current RTL/LTR setting on non-Apple platforms

#79 merged with one TODO: Add support for finding current RTL/LTR setting on Linux, Windows, BSD, etc..

For the Unix environments, we might be able to get this from environment variables. Hopefully. Not sure about Windows.

The ergonomic API would be
