Update Feemarket Params

Problem

The feemarket, as currently configured, has a small window and a fast pricing adjustment. We should look into how/if we can optimize these parameters to increase the number of blocks required to revert to the target gas usage price.

Closing criteria

Write up a proposal (to go in a gov prop) for optimal feemarket param values.
