delete: remove outdated GitHub issue documents for API enhancements

- Deleted `github-issue-20250113-api.md` and `github-issue-20250113.md` as they are no longer relevant.
- These documents contained proposals for REST API v2 implementation and enhanced provider monitoring, which have been superseded by more recent updates.
