These changes are done primarily from Codex. I merely added a private constructor for fixing the compile error.
This PR changes timing point generation such that, when encountering SV out of range 0.01-10x, additionally places a BPM change point that shifts the SV into that range. This is used to port my SV map to osu and turned out well for pseudo-teleportation maps, given the TP happens in 1ms not less.
