given the current state of skyblock modding, i dont think it makes sense to worry about versions other than 1.8.9 and 1.21.x (currently 1.21.10) to keep up with common 1.21 mods like skyblocker and skyhanni, while also keeping in mind 1.8.9 being popular for combat and other stuff being significantly less finnicky
additionally, before skyhanni 6.1.0 (hannibal002/SkyHanni#4978), only 1.8.9 and 1.21 were supported, then they dropped 1.8.9
granted, i dont know java, so im not sure if youd still need to do the whole messy preprocessing in root.gradle.kts. that being said, also dropping 1.8.9 support (while not ideal) would simplify this a lot with being able to maintain a more unified version with architectury api (or, optionally, just port it to fabric 1.21.x but thatd drop neoforge support for any mods that use that...which i cant think of any)
either way, its going to suck, and i dont know a way to support both without it being annoying or stuck in abstraction hell, but it especially doesnt seem to be reasonable to support every version in between
