This PR creates a date range picker by composing two date pickers. A user can do all of the UI interactions that they could do with the individual date pickers.
This PR also adds a Ui spec for this component.

my elm code formatter reformatted some files that I didn't actually touch. Must undo that formatting.Created in response to issue #44
