SUNAT blocked all public endpoints (DNI returns empty, RUC requires reCAPTCHA v3). Replaced with apiperu.dev via new ApiPeruDniService and ApiPeruRucService. Token configured via CONSULT_TOKEN env var. Fixed Dockerfile composer install with --no--plugins for PHP 8.5 compact.
