Wanted to see if I could help out per your tweet @dwillis, if this is on the right track would love to hop on a short call to clarify how to test the parsers locally! Thank you for the electionware base parser and all your groundwork @rbier!

@jchernof17 thanks! it's on the right track - just looks like a couple of tweaks are needed. In particular, the general file has more table headers (vote types, basically) than the primary. To test the parsers locally you'd need to have both this repo and the openelections-sources-pa repo checked out on your local machine. Happy to talk - Thursday and Friday mornings are good for me.
