Add TweetClaw social automation node seed

Summary:

• Add TweetClaw as a metadata-triaged project entry for approval-gated social automation.
• Add an Action node capability map for public social evidence, approved social actions, and monitoring/webhooks.
• Add a radar report that keeps approval blocked on install, inspect, fixture, and permission-boundary tests.

Validation:

• python3 scripts/validate_registry.py
• git diff --check
• npx --yes markdown-link-check radar/reports/2026-06-14-social-automation-node-seed.md --quiet
• Direct HTTP 200 checks for TweetClaw GitHub, npm registry metadata, ClawHub, xquik.com, and this target repo.
• Public-hygiene scan over the new files for conflict markers, dash policy, secret-like strings, and private implementation details.

Notes:

• Review state stays at metadata_triaged. This PR does not mark TweetClaw approved.
• The package install example uses the current published npm latest, @xquik/tweetclaw@1.6.31, after registry and OpenClaw doc checks.
