Enables users to use the Polygon Selection Tool to draw multiple rasters for motion planning. This requires the changes to Noether found here

I'd also highly recommend merging #130 before playing around with this one because #130 provides improvements to motion planning that could just skate by with simple raster toolpaths with really small transitions.

I think this would be a good feature for noether_ros2 repo. It's on my roadmap to port this and the ROI selection tool there
