Updates documentation to reflect the new upstream location of PHP_CodeSniffer (PHPCS), since squizlabs/PHP_CodeSniffer is archived and maintenance has moved to PHPCSStandards/PHP_CodeSniffer.
Changes:
- Update the README PHPCS link to the new GitHub organization/repository.
